In 1764, Beccaria published an essay, “Dei delitti e delle pene” (“On Crimes and Punishments”). His writing was a reaction to the European criminal justice system that he viewed as brutal and ineffective.Beccaria was the first to stress that punishment should not be for retribution but for the purpose of deterrence. The prevention of future crime was seen as being more important that exacting revenge (Schmalleger, 1999). The traits of Beccaria’s beliefs fall into the Deterrence Theory. There are several central points to this theory.
